Segment 15

In 1998, the City of Henderson in partnership with Basic Management Inc, and the National Park Service received a TEA-21 grant in the amount of $395,000 for the construction of segments 15, 16 and 17.  Segments 15, 16,17 (and 18,19, 20 and 21) are funded. A cooperative agreement is being prepared between all parties so that these six segments can be built all at once. We expect to go to bid summer 2001 with completion in the Fall of 2001.

SEGMENT NARRATIVE.

This segment consists of a BMI waterline from the Lake Las Vegas east entrance continuing to Las Vegas Bay. This waterline follows the base of the road fill on the north side of Lakeshore Drive. Segment 15 will follow this alignment to the entrance station for Lake Mead NRA where it will turn south.

LAND OWNERSHIP AND OTHERS WITH EASEMENTS OR OTHER LEGAL ACCESS:

The proposed route follows the road shoulder within the road right-of-way. Lake Mead is a federally owned and maintained road within Lake Mead NRA. The area is included within the lands withdrawn by the Bureau of Reclamation for water and power purposes.

LEAD TRAIL PLANNING, DEVELOPMENT AND MANAGEMENT ENTITY:

National Park Service with the Bureau of Reclamation.

PROPOSED OR PENDING LAND USE CHANGES OR OTHER OPPORTUNITIES OR OBSTACLES:

Major issues for this segment include the proximity to Lakeshore Drive and the crossing of the road at the entrance station. The opportunity exists to connect to the Wetlands Trail by following the road to the intersection with Northshore Road and heading north. A new waterline is being constructed from the Lake Las Vegas east entrance to Las Vegas Bay. This waterline will follow the base of the road fill on the north side of Lakeshore Drive. Segment 15 will follow this alignment to the entrance station for Lake Mead NRA where it will turn south.

TRAIL DEVELOPMENT OVERVIEW

SUMMARY-. In 1998 the City of Henderson in partnership with Basic Management Inc. and the National Park Service received a TEA 21 grant for the construction of segments 15, 16, and 17. The segment of the trail that follows the disturbed lands along the road right-of-way will require additional environmental compliance. Depending on the trail design and its containment within the existing road construction disturbance, the segment may qualify for a categorical exemption under NEPA.

An additional alternative is being considered. An underpass is proposed immediately east of the Lake Mead NRA boundary. When it is complete, this will allow the trail to access the existing BMI waterline and avoid an at grade crossing at the entrance station. This would eliminate the need for segments 15 and 16.
