Segment 5

In 1998, the City of Boulder city received a TEA-21 grant for the construction of segment 5.  The grant is in the amount of $350,720.   Segment 5 is waiting completion of SNWA water line installation in the  spring of 2001. A side spur of segment 5 will run into the Railroad Museum and connect to the business district of Boulder City

SEGMENT NARRATIVE:

The trail corridor parallels the railroad right-of-way connecting to Boulder City's proposed water pipeline corridor on the north side of the railroad at the Park Place golf course. This segment of the trail takes you out of the developed portion of Boulder City and provides spectacular views of the River Mountains, McCullough Mountains and the Eldorado Valley.

State Railroad Museum has a right-of-way. Sprint telephone and Prime Cable both have easements from NDOT to occupy right-of-way.

LEAD TRAIL PLANNING, DEVELOPMENT AND MANAGEMENT ENTITY:

PROPOSED OR PENDING LAND USE CHANGES/OR OTHER OPPORTUNITIES OR OBSTACLES:

There are plans to use the railroad for historic train rides. A proposed water line provides an opportunity to incorporate the trail corridor in water line design. There is an adjacent Park Place golf course under development and a proposed flood control berm on the north side of railroad right-of-way that will provide a connection to the Veterans Home on Veterans Drive. We will connect to proposed mountain bike trails in the area, wherever possible.

TRAIL DEVELOPMENT OVERVIEW

SUMMARY: This trail will be developed in two phases. In 1998, the City of Boulder City received a TEA 21 grant for its construction. It is recommended that planning and design be delayed until the proposed Boulder City waterline is constructed, scheduled for completion in 2001. The trail corridor parallels the rail- road right-of-way connecting to Boulder City's proposed water pipeline corridor on the north side of the railroad. There are some options along this corridor that will be addressed through the design of the trail. This segment of the project has a number of variables. First, the trail construction is funded through a TEA- 21 grant. But the project is complicated by the construction of the Veteran's Hospital, the MGM golf course, and the new water line.

At issue is the alignment of the trail. It is preferable to locate the trail on the north side of the railroad as it separates the trail from the automobile traffic on US 93 and places the trail higher on the slope providing better viewing of the Eldorado Valley. The proposed water line is important to the overall construction of the trail as it will develop the crossing of the railroad and trail corridor, greatly reducing the construction costs. This is best illustrated in the vicinity of Railroad Pass where rock outcrops and drainage issues com- plicate construction of the trail. The waterline will greatly reduce the cost of trail construction. This may allow some trail amenities to be added to the construction contract such as rest areas and landscaping.

The resolution of the trail locations will be decided by the City of Boulder City in consultation with the Trail Partnership, Nevada Railroad Museum, Nevada Department of Transportation and the Southern Nevada Water Authority. The Park Place golf course and the Veteran's Hospital should also be consulted in locating the trail. As the trail alignment is planned consideration should be given to connections to the Boulder City mountain bike trail system in the foothills of the River Mountains.

The schedule for the implementation of the TEA-21 grant is for the year 2000 but the waterline environmental compliance and design will not be completed until 2001. It is recommended trail construction be delayed until it can take advantage of the waterline.
